Vote buying in Albania is history dating early. From a letter by the Zv/Prequent of Berat Koco Kotta, dated May 25th, 1922, we find that votes were being bought in the municipal elections.
He wrote: “To win this war that really aims to dominate one house in the people here except the promises we made are certainly informed that there were beginning to be money and thus demoralizing that the people were bought by agents on both sides...
To cut off this shameful tool, I declare to the people that that the sky will be severely punished, and that those who first cause the demoralization of the people”.
Koco Kotta proposed stopping elections and “to name a commissioner from the government after this people came up with the value of their vote...”
