But the head of the Council for Protection of Human Rights and Freedoms (KMDLNJ), Behxhet Shala, has said that unless it is a legal violation, it is also the extortion of citizens, as this process is expected to lead a private company.
Shala has stressed that if a citizen is equipped with a driver's license, he no longer needs to enter the petition if he has not in advance caused serious wrongdoing and has not endangered the safety of citizens.
On Sunday, Minister of Infrastructure, Pal Lekaj, rationalising this initiative, has questioned citizens' skills, as he said all communication rules cannot be taught at once.
