Deputies Threats, Intervention in Prosecutor's Work

MP Milaim Zeka from the Social Democrat Initiative party has been banned from the Kosovo Police and sent to holding for 48 hours, for running through information tools, against the Kosovo Republic Special Prosecutor's Prosecutor, Africa Shefkiu. Days earlier, MP Shkumbin Demalij from the Alliance for the Future of Kosovo had used harsh language, former prosecutor Elez Blakaj, who had investigated the case of “veterans' List”.

Prosecutor Sylla Hoxha, in charge of communications with the media by the Kosovo Special Prosecutor, tells Radio Free Europe that such statements by these MPs are seen as interference and obstruction of the prosecution's work.

“Of course it's not good to interfere with the prosecution's work, since it's an independent body in his work. All of this will be explained later, if any concessions have been made. However, any related statements are seen as intervention and as obstruction to the independent work of the prosecution”, Hoxha said.

But, Betim Musliu, director of the Kosovo Institute for Justice, speaking of Radio Free Europe, says that threatening tones by people's elected to particular prosecutors, and especially those linked to the case of the veterans' “List”, are evidence of attempts to intervene in the justice system.

These public threats cannot leave the justice system calm, and this simply constitutes direct interference in their work. In fact, this is the worst message that can come from those who are chosen of the people and who are adopters of these laws that prosecutors themselves must apply. The fact that some MPs take justice in hand, threatening that they will themselves draw the scores with the appointed prosecutors means that they do not appreciate and consider the justice system independent, but that justice tends to do it itself”, Musliu said.

However, so far certain groups of veterans of the former Kosovo Liberation Army have threatened the prosecution with violent protests in the event they do not give up the indictment, which has found more than 20 thousand people suspected of taking advantage of the KLA veteran's status. Recently, an ultimatum, to give up the indictment within 10 days, has been left to the prosecutor by veterans from the Dukagjin region.

Even statements by some of the leaders of the country's top institutions are seen as interference in the prosecutor's work.
