The last weeks' debate on reaching the legally binding agreement between Kosovo and Serbia is assessed as a positive step by Balkan Affairs connoisseur Janus Bugajski.
In a statement for Kosovo public television, Bugajski claims that discussing the borders is the subject of which no one can predict in view of the fact that each of the Balkan states has such issues.
I think we're getting into turbulent waters where the results can't be predictable. I don't have anything specific against separation, but there are some conditions that need to be met. In other words, full agreement by both sides, recognition of Kosovo's independence, as well as referendum, or in any way some kind of agreement by the public that territorial exchange is possible. I think that if this happened bilaterally and it is a full deal it would be okay, it could be accepted, but the problem is the risk of causing political problems in Kosovo and Serbia and could trigger the launch of reactions for territorial changes in the Balkans, so that would be even greater risk, Bugajski said.
