Voter rights have one million of 806 thousand and 336 registered voters on the election list.

Today's statement in the referendum will be monitored by record numbers of local and foreign observers. The official KSHZ number of local accredited observers is 11,907, of foreign observers, 493, while international organisations accredited 194 translators.
