The American president was listening attentively to every word he said to the Kosovo Albanian leader. Ibrahim Rugova, representing a oppressed people in Kosovo, had many demands, but one was unchanged.
In fact, that requirement was legitimate, and as such, it was referred to Americans.
But for the White House and international friends, they would never agree with the idea of exchanging territories.
They were alarmed when in 1994, in an interview with the newspaper Zere, Ibrahim Rugova speaks of exchange of territories; where Presevo Valley would join Kosovo, while Leposavici and other villages are given to Serbia.
Blerim Shala, author of this interview with Ibrahim Rugova, has told of this recent idea of the late former president.
But after publishing this interview in the January 1, 1994, festive issue, many reactions came from the State Department, which forced Rugova to withdraw.

LDK officials have denied that Ibrahim Rugova has spoken about this idea, but they have been exposed through a Facebook post, the current president. Hashim Thaci has published a portion of the interview where Rugova talks about changing borders in 1994.
