The characteristic of this Assembly work session is the lack of quorum in the vote. This has produced a deadlock in the Parliament's legislative post, largely limiting the number of adopted bills, since the legislative agenda for 2018 so far has only been met 22%.

The KDI has released these statistics, stressing that during this session alone there are 20 out of a total of 27 sessions held during January-July period that have continued the work on other days, due to lack of quorum in voting. There have been times when the session has lasted up to three months, which has been followed up to 11.

Calling new sessions without completing preliminary hearings, according to KDI, has influenced the collection of unfinished agenda points and the efficiency of the Parliament's work.

“For lack of quorum at the polls, it has come back into practice for the head of the session in many cases to cast a certain point more than once. Based on the data KDI has issued from the polls, it is noted that MPs from the opposition have boycotted 29% of the vote, while the ruling parties have boycotted 19% of the vote in the Parliament. If we analyse according to parliamentary groups, it turns out that the Serbian List is the parliamentary group that tops the list for non-participation by 36%, followed by LDK and LVV with 35%, respectively, of boycotting the”, KDI says.

The organisation that monitors the work of the Parliament says no turnout in the vote is avoidance of responsibility and representation of citizens, since the DEP Law for Rights and Responsibilities, Article 40, point 1 obliges MPs to participate in the plenary sessions and meetings of other Assembly aid troops, where they are members.

In the same law, either in Article 41, it is said that MPs who do not participate in the session and other works within the Assembly will be reduced to basic wages and additional compensation.

MPs are obliged to participate and express their positions through voting.

(This percentage has been released by dividing the number of polling points in which the MP has not voted (the delegation has been present at the session, but has not voted for, for, for, for, for KUN, or ABSTENEM), with the total number of voting points the MP has been present in the hall. MPs from the Serbian List have been counted as part of the ruling parties.
