Minister of European Integration, Gift Hoxha, has said the slow road to implementing the national programme for Stabilisation and Association Agreement and for meeting obligations stemming from the European Reforms Agency (ERA) is a concern.
It has stated to the Ministerial Council for European Integration that, except for the Ministry of Justice and Ministry of Labour and Social Management, other institutions have maintained deadlines set by the last meeting, and there are setbacks.
Hoxha has said this is disturbing, as Kosovo is now on the verge of starting discussions with the European Commission for ERA2.
“During September and October is scheduled to review ERA priorities and draft the new Action Plan for next year. Given the initial discussions we have been conducting with the European Commission, this process must be completed by the end of October. After that, implementation of ERA priorities and the annual action plan for their implementation is expected to be launched at the next summit of the Koce Priories High Dialogue, which will be co-chaired by Prime Minister Haradinaj and Commissioner Hahn”, Hoxha stressed.
As for the implementation of the SAA, Minister Hoxha stressed that more commitment is needed because under the IPA 2 Direct Support Programme for Public Administration Reform the government has pledged to achieve a level of implementation of the SAA Programme of at least 60% this year.
“Based on the findings of this report, by the end of June, only 12.78% of all planned measures have been implemented, so that only 68 measures”, Hoxha stressed, while the state of implementation of legislative reforms, she added, results show that Kosovo has reached a level of implementation of only 18.06%, as only 26 of the 144 planned legislative measures have been implemented.
Hoxha also stressed that in terms of implementing other reforms, the data shows that a level of implementation of only 10.82% has been achieved, as only 42 of the 388 planned implementation measures have been realised.
