This proposal, which later served as the basic document for Kosovo's February 17th 2008 declaration of independence, has regulated a host of issues, including the Kosovo border issue through Article 3 of this proposal.
It says that Kosovo's “Territor will be defined by the Kosovo Autonomous Socialist District border line within the Socialist Federation Republic of Yugoslavia, as these border lines have been on December 31st 1988, in addition to changing the border line from the demarcation agreement between the Federal Republic of Yugoslavia and the former Yugoslav Republic of Macedonia on 23rd 2001.7x1>
At the point 3 of this article also reportedly that “Kosovo will engage with the former Yugoslav Republic of Macedonia in the establishment of a joint technical commission within 120 days of the entry into force of this agreement, to define the physical border line and address other issues stemming from the implementation of the 2001 agreement between the Federation Republic of Yugoslavia and the former Yugoslav Republic of Macedonia. The technical commission's work will be completed within a year of its founding date. The PCN and PUN will be represented in this commission to facilitate discussions between the two sides, they can participate in the border demarcation process at any request of”.
Kosovo set its border with Montenegro, based precisely on the 88th border lines, which were also defined with the Ahtisaari package this year on 21 March.
