This would be the first step in the procedure and the last chance for this to happen before the summer break.
But it has been removed from the agenda and left in autumn, as the European Commission has not yet confirmed that Kosovo has met all conditions.
Even if you do that now, it will be too late because by autumn it can no longer be in order.
