Officials said the attackers targeted the refugee affairs department in Jalalabad, the capital of the Nangarhar province bordering Pakistan.
Government spokesman Attahlah Khogyani told the VOA that the attack started with a suicide bomb at the entrance of the building, enabling other terrorists to attack the building where a high-level meeting was taking place. For over an hour, gun shots were heard.
The Taliban have denied its involvement in the attack, which has strengthened doubts that the Islamic state may be behind the attack.
Terrorist Organization I The SIS has claimed responsibility for most of the attacks carried out in Nangarhar over the past month, including the headheading of three school guards, as well as another suicide bombing that left 19 people dead.
