In 1996, the US had opened its information office in Kosovo, with Belgrade's permission, but this act was enjoyed by many Kosovars, mostly by the leader of that time, Ibrahim Rugova, who since then spoke of special Kosovo- The US, not halting calls for America to intervene to save Kosovo from Serb forces of Slobodan Milosevic's regime.
