Based on municipal regulations on subsidies sharing, the beneficiaries of subsidies shared by the municipality are obliged to submit financial and narrative reports.

These subsidies should also precede an agreement defining the rights and responsibilities of each side.

The lack of reports on spending tools as a result of the non-responsability of beneficiaries may result in deviations from their profit targets and low value for paid money”, the audit report says.

The audience has stressed that shortcomings in the application of agreements between the parties may influence the beneficial parties not to be responsible in implementing the targets and reporting proper for the spent means.

Another problem faced in the municipality of the Year by the National Audition Office is the signing of contracts worth higher than anticipated.
The audience has found that in four projects, contracts were signed at higher value than their envisioned value in the Instruments' Need and Access Declaration and the tender file.

In the project, “The construction of football sports fields and volleyball”, the projected value was 40 thousand euros, while two tear-paid contracts were worth 121,175 euros, at the “bus station construction in the Year” the projected value was 20,000 euros, while the contract worth 39,519 euros.

Also in the “Ration of the Nation's Street Witnesses in the year” project, the projected value was 123,151 euros (co-finance between MAPL 100 thousand euros and municipality 23,151 euros) while the contract was signed at 152,218 euros, and the “Assalmation of the Germove chamber”, the projected value of the contract was 150 thousand euros (financed by MI) while the contract was signed at 285 euro.

“The signing of contracts worth higher than anticipated risks failure to realise them as a result of lack of tools and may at the same time jeopardise the implementation of other projects because of the possibility of executing payments through judicial decisions or closures”, the audit report continues.

Another ZKA find in the municipality of the Year is also the poor management of cashable accounts.

According to the municipal report, it had not presented in the annual financial mirrors, the accounts cashable by the directorate for public services, worth 15,261 euros.

Lack of construction permits, inspection surveillance and use permits are another finding of the audience.

Under the construction law, construction contracts are required to equip with relevant documentation such as construction permits, inspection and access.

The municipality of the Year in 12 contracts had not applied construction permits and inspection surveillance, while in three projects for which technical accession had been made, no certificates of access had been issued.

Furthermore, the technical accession report was very weak in information, not maintaining the essential elements of the contract. Initiation of projects without completing documentation according to the construction law requirements may affect the quality and impasse in implementing these” projects, the report says.
