Kosovo institutions for 19 years have failed to find an alternative solution, despite promises never failed. “Victimim” of these payments are Kosovo citizens living and working abroad, Koha Ditore writes today. They pay in countries where the Green Carton comes from, but which, unfortunately, it is of no value within Kosovo's territory.
To become a member of the Green Carton, Kosovo must be an internationally recognised and member state in the United Nations Organisation.
