Gjakova's founding court dismissed the indictment for criminal work, including the exercise of office to Minister Paul Lekaj, while confirming the wrongdoing of official duty.
Minister Lekaj has told KTV that he considers this to be the first step towards his innocence.
Lekaj, in April of this year, had considered the indictment only the Special Prosecutor's claim.
His lawyer, Arianan Koci, has warned a complaint with the Court of Appeals about the confirmed part of the indictment.
Along with Lekain, six other people are charged, including former officers of the Gjakova municipality and a businessman.
They are suspected to have distributed subsidies contrary to the legislation in force, in the period when Minister Lekaj now led the Gjakova municipality.
