Hoxha seeks unity and bill vote for Monday

European Integration Minister Grant Hoxha, through a statement, has expressed deep concern over the failure to adopt three bills at yesterday's session of the Republic of Kosovo Assembly, inviting parliamentary groups for unity and their vote Monday. Hoxha in the statement stresses that <x0) approval of these three laws at the beginning of the week [...]
Hoxha in the statement emphasises that the <x0 adoption of these three laws early next week allows application for projects as of September 1st. In the worst case, postponing the three bills for adoption in September, unable to apply funds worth over 80m euros during 2018. The citizens' interest is clear, the adoption of laws, publication in the official newspaper and access to funds, from September 1st. Otherwise, the process suffers serious damage caused by political party egos. At least that is deserved by citizens of the Republic of Kosovo”.
Minister Hoxha's full statement:
With this statement, it expresses deep concern over the failure to adopt three very important bills at yesterday's session of the Republic of Kosovo Assembly.
Three laws, of particular importance, despite preliminary approvals by all political parties, failed to unite them again for major interest within the Kosovo Republic Assembly. Unfortunately, Thursday was a serious day, the day of the ban on a process, which was, is and remains a national priority, party interests were placed on citizen interest.
The three international agreements proposed yesterday for approval are closely linked to the integration process, raising the institutional capacity for the integration challenge, closely related to the deadlines, which would have immediate effect once it is published in the official Gazette. The approach of our institutions, our organisations and citizens, to the funds of the European Union exceeds 80m euros.
The first IPA 2017 financial agreement bill, the first part, includes 11 projects where Kosovo would benefit 48m euros, the “Europe Programme for citizens”, contains 187m euros of funds promoting active European citizenship, and as the focus is on local authorities, policy investigative organisations, citizens' groups and civil society organisations, as well as “ESMUS+”, Programme for Education, Training, Youth and Sports total 300m euros.
Political parties and parliamentary groups have the mandate to speed up the integration process. Citizens of the Republic of Kosovo deserve to have full access to the funds, which directly impact the unhindered process of integration with European values, to be carried out as soon as possible.
Beyond any division, Kosovo citizens expect the position and opposition maximum relief of the integration process, providing funds for our economy, for our education, for our infrastructure projects, for our health, for empowering rule of law and every aspect of life, that our country and citizens of the Republic of Kosovo make equal to EU citizens.
I invite parliamentary groups indiscriminately to have positive reflections on positions presented in past plenary Seanca. We cannot imagine why this damage should be done to the citizens and institutions of the Republic of Kosovo by anyone.
Adoption of these three laws early next week allows the application for the projects since September 1st.
The citizens of the Republic of Kosovo deserve this at least.
