The head of the Democratic League of Kosovo parliamentary group, Avdullah Hoti, has written that the agreement with Serbia must be reached by not violating Kosovo's territorial integrity, maintaining the unitary character of the state of Kosovo and respecting the spirit of the Kosovo Constitution.
He has found that the LDK does not vote on any resolution, which mandates persons who do not have legitimacy and constitutional competencies to lead such a process.

DIALOGUA with SERBINS: The LDK remains committed to a serious, consensual dialogue process and within constitutional frameworks.
- The final agreement with Serbia should mean full normalisation of relations between the two states, which is reached only with mutual recognition.
- The agreement should enable Kosovo immediate membership in the UN, as well as pave the way for EU and NATO membership.
- Agreement with Serbia must be reached by:
- A) do not violate Kosovo's territorial integrity;
- b) maintaining the unitary character of Kosovo state and
- c) respecting the spirit of the Kosovo Constitution.
- As a sign of good will, Serbia's state must immediately provide the data for the undiscovered, express its desire for a plea and for compensation of war damages.
- Starting a new process of dialogue with Serbia without preliminary preparations is dangerous and irresponsible. Dialogue is trying to be led by non-legigration institutions and outside their constitutional mandate. Teams exceeding state institutions violate Kosovo's constitutional representation in this process and constitute turning back. No one can decide Kosovo's fate on the dialogue table.
- Dialogue must be led by state institutions, which have constitutional competencies and political legitimacy.
- We are willing to become an active part of dialogue, but only after citizens' legitimacy through free vote. We remain committed to a serious, consensual dialogue process and within constitutional frameworks.
- We do not vote any resolution, which mandates persons who have no legitimacy and constitutional competence to lead such a process.
