The Kosovo government has handed over to the Kosovo Assembly a report on achievements and challenges in implementing Brussels' agreements.
In one of the agreements the government tells MPs about, there is also the Civil Protection Agreement in the north. Kosovo institutions had taken steps to integrate Serb civilian defence members into Kosovo institutions.
For these members, the Government says it has provided all needed resources and training.
“MAPL has held 25 meetings with various government ministries and agencies. As a result, the first group of 483 members, of whom only 25 are women, have been integrated into the ministries and agencies of the Government of Kosovo”, says the Government report, which Calxo owns. com
These 483 members, according to the Government, are integrated on the basis of their interest, education and professional experience, said further in this report.
However, in this same report the Government acknowledges before MPs that this integration of members of civil protection has “failed”.
The government says that even though these persons have contracts with Kosovo institutions, in practice they do not exercise their functions, they are irresponsible and do not report at all to Kosovo institutions.
“Although these 483 integrated persons have contracts with Kosovo institutions in practice they do not exercise their positions in accordance with Kosovo laws. Integrated persons are not responsible and do not report to Kosovo institutions. Integrated persons are not objects, materials or offices to carry out their tasks. There is a lack of sectoral co-operation between Kosovo institutions and integrated persons”, the Government's report on MPs said further.
On the other hand, the integration of 39 former MUP members to administrative staff had failed, as northern municipalities had refused their integration.
“U faced challenges in integrating 39 members of the administrative staff from 71 Serb parallel police outlets (former “MUP” However, northern municipalities have rejected the integration of 39 members of administrative staff into municipal structures”, said further in the report.
However, the government says it will engage in strengthening law-rule authorities in this part of Kosovo, increasing co-ordination between central-level institutions and integrated staff, regular training for integration, building facilities, etc.
