According to her, the existence of a legal framework for the diaspora is not the only criterion that improves treatment of them. She feels that the country of origin still does not know what needs are and how the diaspora lives.
In this context, Gashi wants the diaspora to be the context factor of Kosovo's development. Although, according to her, all post-war governments have not considered the diaspora as potential for the country's development.
