The meeting was discussed mainly on work and work plans at the State Council of Quality, and the challenges of the Agency of Discension.
State Council of Quality Vice President Vjollca Krasniqi made the presentation of Council members. Presenting the Council's work for the April-July 2018 period, Krasniqi said their main objective is to advance policies that would prevent any misuse, and guarantee quality in education.
Xhavit Rexhaj, a member of the State Council of Quality, said that among the main objectives is Kosovo's re-membership in ECAR, meanwhile counting on some of the challenges accompanying the Agency of Discension.
“The loss of a full-time director, the relative lack of Council conditions, the large number of demands on the parties as a result of the failure to function, that is, we now have a wave and we need to mobilise so that there is no impact on the functioning of higher education institutions, the lack of commission for complaints, and a relative lack of trust between the parties, but we think it is regulated through international partners”, Rexaj said.
Krasniqi indicated that the Council has held various meetings and meetings at the Agency of Discension to set up their activities, and in which the High Education Institute requirements are addressed.
Among the activities that have been held, according to Krasniqi, are the decision to extend institutional accreditment and programmes to study institutions of higher education, and the council decided on extending up to 1 years of accreditment of programmes to public and private universities. The initiative to draft the accredit law where the working group was formed just over a month ago.
Review and approval of new standards and guidelines for accreditation. Verification of the academic staff and reviewing the status of suspended programmes.
While MP Arberie Nagavci said the dismissal of the past council has occurred for political reasons.
“I continue to believe that the dismissal of the past Council has occurred for completely political reasons, not that there was no basis behind it and that there were no violations, but that there was still one of the first decisions that I think is political, and that unfortunately brought great consequences to the expulsion of the ECAR agency<1>.
According to Nagavci, the prime minister had to address alleged violations of the investigative bodies.
For Commission Chairman Ismail Kurteshi, the lack of a commission for complaints is disturbing.
I'm referring to the absence of the Commission for Anxiety, because I think that's a very important issue and of course the decisions without it remain weak and you have to have it as soon as you can, Kurteshi said.
The new members of the National Council of Quality are Xhavit Rexhaj, Arta Jakupi, Dukagjin Zeka and Rhazarta Koliqi.
