How are citizens being deceived by “offerta” for employment in Germany

Through social networks and different apps, mainly that Viber, citizens in Kosovo have recently begun receiving messages in which they are offered employment opportunities and that in Germany. Radio Free Europe has contacted one of these that they call employment agencies. In response sent through the Viber app, they reportedly offer employment contracts for various professions in Germany.

Representatives of this agency say that after the completion of the documentation the labour contract takes place within 21 days.

According to the written response, this agency says that it offers jobs for such professions as waiters, drivers, salesmen, assistants in the builder, electricians, and other professions.

But how reliable are these agencies and can a business contract be obtained in Germany through them?

In the Kosovo Police, according to the spokesman, Daut Hoxha has filed cases of fraud that companies or such agencies have made to citizens.

Kosovo's “Police, namely the Directorate for Investigation of Economic Crimes and Corruption that the end has accepted two cases one in Pristina and one in Prizren where a large number of citizens of the Republic of Kosovo have been misled by giving money in exchange for a non-valide employment contract in Germany”, Hoxha says.

He adds that for all reported cases, Kosovo Police take necessary legal actions signed with the Kosovo Criminal Code.

Idriz Sadiku, a citizen from Pristina, says he has accepted such a message but does not think it is reliable.

I got a message through Viber, I'm not interested at all, it might not be reliable. I think these companies are exploiting the high unemployment rate in Kosovo and are deceiving citizens with such things and for their profit”, he says.

Nita Sylejmani, however, says that she might even have experienced such an opportunity if, as it puts it, it would not cost much.

“Yes, maybe they can also secure a job, it would have been a good opportunity for us in Kosovo, I'm not very informed about these companies I've heard something from my friends, but there's also fear that we can be deceived”, she says.

On the other hand, Labour and Social Management Ministry officials say they are unaware of this way of offering jobs through thought-of-tech applications, respectively, via Viber.

Mimoza Kqiku, an education adviser to the Ministry of Labour and Social Management, tells Radio Free Europe how the ministry co-operates only with agencies that are licensed in Kosovo, rather than with agencies operating in certain states.

It emphasises that for two years since the process of licensing has begun, the Ministry of Labour and Social Management has licensed 17 agencies that provide employment services or employment mediation both within the country and abroad.

There is a regular procedure to be followed by the ministry and agencies offering services. All these agencies should be licensed by the Ministry on the basis of legislation in force, while in terms of agencies operating in relevant states, they have an independent right to provide their services, but the ministry only co-operates with agencies that are licensed”, she says.

As for employment in European Union countries, Kqiku says the Labour Ministry is in an effort to sign the seasonal employment agreement in some of the EU countries.

“As far as agreements for seasonal employment are concerned, we don't actually have any agreements, but we are in constant efforts to have such an agreement soon. It can confirm that we are in close negotiations with several states and by the end of the year we will have one or more agreements on seasonal employment”, Kqiku points out.

Unemployment is one of the biggest problems that has accompanied Kosovo society in recent years. The unemployment rate in Kosovo, according to official data, is over 30 percent.

At the labour market in Kosovo, according to official data, between 25 and 30,000 young people, each year enter.
