Calculations ahead of dialogue final with Serbia

The actions the authorities are recently doing in Kosovo and Serbia signal that both sides are preparing for the latest phase of dialogue in Brussels, assess connoisseurs of political, Albanian and Serbian developments. According to them, verbal clashes between Kosovo authorities and Serbia, Belgrade's pressure on Serb members of the Kosovo Security Forces to abandon this force, the reactions of the Kosovo authorities on this issue, the ban by the rule institutions of members of the Serb community in the Gjilan region, as well as the threatening statements about abandoning dialogue on the part of Belgrade, are, in fact, new but short tensions for the position in the final phase of dialogue.
Imer Mushkolaj, political affairs analyst, speaking of Radio Free Europe, says the opinion that both sides -- the Kosovo and Serbian authorities -- and especially the latter -- are trying to strengthen their positions before the dialogue ahead of them -- for normalising relations.
Of course, the process of final dialogue and the possibility of reaching an agreement is important and sensitive as well. I expect that the rhetoric of both sides, but even actions will come becoming even more severe, because in that form it is claimed that positions will be strengthened. However, I do not expect there will be any more serious situation, in the sense that a process launched with the aim of normalising relations between the two countries, to become a process that could exacerbate these relations between the two countries”, Mushkolaj stressed.
Serbian political affairs acquaintance Randjel Nojik tells Radio Free Europe that both sides -- Kosovo and Serbia -- have clear signals from the international community that they should enter the last phase of dialogue, which will have to produce a process of normalisation of relations. According to him, this will even happen in a very near future and in advance, the parties have raised tensions to have as favourable positions as they favour the requirements they will set out in this dialogue.
This will lead to new tensions, but they will not be at the level of a long-term problem. This will be a short-term problem, just as they consider to be able to find or create time vacuum, to create better positions that they could try to resolve their demands. I think there won't be long-term problems, because even the international community won't allow this”, Norik said.
What, though, is the danger that such a situation, characterized by verbal confrontations and harsh statements, would arise from control?
Analyst Mushkolaj, suggests that both sides keep their actions under control, but they can create effects for individual actions.
There may be individual actions that get out of control. Yet I still say that I see no danger in any actions that could endanger the process. After all, Belgrade and Pristina are aware that this is harmful and would only harm the parties' positions in the talks. I believe that everything will remain in the severity of rhetoric, respectively, that actions are not violent but that send various messages that the parties will think will benefit them. But I don't expect tensions in the sense of actions that might be violent and that would actually reverse the process at first”, Mushkolaj said.
On the other hand, Noble believes that verbal clashes and actions between the two sides will remain only at the level they have been so far, but without jeopardising the future of the dialogue.
There will be no bigger tensions. I see this is the beginning of the end, but, normally, I don't think we'll have a choice for a month or two. But, I think that the continuation of the problem's solution will start very soon”, Nojrik stressed.
However, both political developments' connoisseurs estimate that neither side is yet fully ready for the latest phase of dialogue and the expected eventual results that could emerge at the end of it, which will emerge from possible compromises.
However, they agree that currently, Kosovo has a better position to approach the last phase of Brussels' dialogue, which, as warned, must be concluded with judicial agreement on both sides.
