Berisha: There must be special battalions of soldiers north

The transformation of the Kosovo Security Force (FSK) into the country's next army is creating problems for the current government as well. Although Prime Minister Ramush Haradinaj was also promised by himself that Kosovo will become military within the year, that promise seems unsuccessful. Constitutional changes are necessary for the KSF from an emergency response force to become a force with capacity and military or defence mission. But these changes are currently holding Serbian List deputies hostage, without the majority of their votes, constitutional amendments are impossible. The party, which has specific requests, although made public in the media, is not officially for a separate entity that would operate in the north.

On this issue Kosovo Security Force Minister (FSK) Rrustem Berisha told the Online Economy that he has rejected any official requests. He has even denied rumours that have circulated about the possibility of the north being given a special battalion in exchange for the Serbian List's vote on constitutional changes. He has indicated that such practices are unacceptable even in armies of other countries. I don't have any such requests so far, although the opinion may also be of such nature, but we have a strategy program on which we make the development of the KSF and such practices in other armies are unacceptable”. “... I don't think that something like this should be and that is in the interest of the citizens of Kosovo. So such battalions even in the practice of the region's armies do not practice anything like that”.

He estimates that opportunities must be seen for the military to be formed through changing the mission by law, because according to him, constitutional changes are necessary only for changing the appointment of force. According to him, the process of changing the KSF mission should initially start, and in the future, when a more favourable political climate is created, change the name of force through constitutional changes. The KSF's “Mission is changed by law, while with constitutional changes being changed only the name of the KSF and not the majority community support achieved. As in option A, as in option B, the mission is changed by law”.

We, despite this, are not meant to respect alignment, to change the name first and then the mission. But we have to look at the possibility of starting with the change of mission, then when a more appropriate environment or atmosphere is created, the name of the Kosovo Security Force” will be changed. Berisha said he would continue to try to make part of the transformation also of Serb deputies, even though they have demonstrated their contentious stance. Berisha has added that the weather has met all conditions for the KSF to expand and change its mission. But before this is accomplished, the government has organised an informational campaign on the states of the QUINT and the international partners of Kosovo, which I will present to you the KSF's achievements, in order for this force to have their support to become an army, reports Online Economy. Minister Berisha estimates that this campaign will last until mid-September and after that will take into account all recommendations of these states, on which the road to forming the military will be determined.

“From the presentation will certainly produce recommendations, instructions and suggestions from our partners. After that, we will analyze all these recommendations and on the basis of comments, suggestions, recommendations, take a back - to - date analysis, and determine the steps, or the way before we can walk”.
