So has stated in a proposal for Online Economy, the chief of negotiations with Serbia by the Government of Kosovo, Avni Arifi.
According to him, the Haradinaj government when it came to power has found these agreements and is interested in the actual way of dialogue receiving epilogue.
“We consider that existing agreements should be implemented, we are not aiming to open new topics. This process that I have found must be completed, we must conclude these agreements and then the political factors of Kosovo, the parliamentary parties, the Government, should think, clarify what new process to start to implement the agreements that should follow”.
Arifi estimates that the above-mentioned topics are of interest to Kosovo and that they should be discussed with the Serbian side, but in a future process.
He says that as regards the mutual recognition agreement, it does not in any way imply that there will be any discussion of war damages, disappearances, airspace, and many other topics. It will be discussed where Kosovo will, however, seek to implement interests in front of its citizens and its obligations to them.
“We are trying to improvise agreements reached in 2011. A process in which you try to implement the agreements after seven years means by itself how the process is not appropriate. It's necessary dialogue and we don't intend to get away from it, but we aim for this process, this methodology so that their agreements and implementation are as fast as”.
So far, Pristina and Belgrade have held several meetings, but there have not been many results.
Arifi said the Serbian side refuses to implement some agreements that are very important for Kosovo, such as energy, integrated border management, mutual recognition of diplomas, return of cadastre, opening the Mitrovica bridge.
“These are the agreements Serbia refuses to implement, or there is serious impasse in their implementation, adding to the deterioration of the agreement on freedom of movement and inter-party reports, where many Kosovo citizens and organisations are abused, their participation in various activities are denied, stopping Kosovo citizens for several hours in verification or information conversation. These are aspects that are eyeing reports and the process of normalising reports between Kosovo and Serbia”, Arifi has said of EO.
The Kosovo government, according to Arifi, has been demanding that meetings be organised with Belgrade since March, so that dialogue can be continued. He says he has sent the EU three written requests, and according to him, there have also been verbal requests at bilateral meetings, but Brussels has not returned.
However, Arifi estimates that the EU is interested and tries to organise such meetings, but the Serb side is not implementing them and that it has refused to participate in these meetings. Arifi expects the EU, as guarantor of these agreements, to put greater pressure on Serbia for full implementation of the agreements.
Arifi has said that in this process there should be as much involvement of all parliamentary parties as possible, and the latter, according to him, it would be good for the process of concluding talks with Serbia not to see it as a process of daily policies with the aim of winning votes.
According to him, efforts and discussions on reaching full consensus continue.
