Tensions emerged between Saudi Arabia and Qatar rivals, as the two countries negotiate with Moscow to reach a possible deal, while a recent decision by member NATO to buy S-400 caused threats from Washington for the deployment of US sanctions, Kosovo Press broadcasts.

India, which has been participating in a series of sporadic conflicts with China since their clash along the border in 1962, is in the final phase of negotiations on six billion dollars' heavy S-400. According to India media, the shopping agreement could be signed prior to the September meeting of Vladimir Putin and Prime Minister Narendra Modi.

Turkey buys S-400 despite the risk of sanctions. Under American law from 2017, the White House will penalise the countries that conduct “significant transaction” with the Russian defence sector.

The law prohibits the sale of weapons in Turkey in response to S-400 purchase. The law also requires Turkey's expulsion from the Joint War Programme F-35, which is a wide $400 billion plan for the sale and construction of tactical aircraft for Allies.

Turkey, a key member of the programme, has ordered 100 F-35 planes and run for their co-production. Some of the Turkish companies are the only producers of key parts.

“Turks must decide whether they will be NATO members or an alliance with Russia,” had long stated Senator James Lankford.

Despite American threats, Foreign Minister Mevluut Cavusoglu says the S-400 system purchase agreement has been reached, while Turkish President Recep Tayip Erdogan announced that Russia and Turkey could produce a new generation of S-500.

“Russia appears to have sent a message to Turkey that it is in their interest to join them in the alliance, which is one of the ways to build their friendship in the northeast of”, said Thomas Karako, director of the Center for Strategic & International Studies Missile Protection Project.

But, Turkey will remain without F-35 planes if it continues with the S-400 purchase decision.

“If Turkey ignores NATO allies' concerns and continues with their partnership with Russia, they will no longer receive F-35”, Senator Chris Van Holen said.

Even though Turkey's loss as a client could hit F-35 Lockheed Martin Corp, there are concerns that Russia can get valuable information if official Ankara remains on the programme, especially if S-400 and F-35 are in their hands.

US allies Kuwait, Bahrain and the United Arab Emirates are also interested in buying Russian weapons. The advanced Russian missile system became the main negotiating weapons in the region, while various opponents found ways to strengthen their ties with Russia and thus balanced the American influence.
