The president of the state has been made practical not to sign decrees and engage in the work of law enforcement. With those words, Parliament Speaker Talat Xhaferi explained the decision by Gjorge Ivanov, who refused to sign the decree on the Agreement with Greece.
Xhaferi said the Law on Languages and Proposal for the ratification of the Agreement would be sent to the Official Journal only with its signature, stressing that the president does not respect the Constitution.
“Of course both laws should be sent only by my signature, with the excuse that the other institution has refused to fulfill its constitutional obligation, to sign the decree, respectively, although under the Constitution, the laws have been adopted with the right majority. Therefore, it is known exactly who did not fulfill the” bond, Talat Xhaferi said of the assembly's chairman.
The head of the Assembly, Talat Xhaferi, also stated that after revoteing the Law on Languages, he has attempted to meet Ivanov, but, as stated, the president has not yet responded to his invitation.
I wasn't so selfish to say I didn't want to communicate. Until I communicate according to procedure, my self is not hit, let's close to myself and say I'm not going to communicate. I tried to communicate and explain the things he considers to be explained, but he has decided not to respond to that request”, Talat Xhaferi said of the assembly's chairman.
According to Xhaferi, there are two options for declaring the referendum on the Agreement with Greece. One version is for him as speaker of the Parliament with MPs' proposals to call a session to make a decision about the referendum declaration, without a date when the same will be held.
In this case, the referendum will have to be held from 60 to 90 days after making the decision. The second version is to apply on a specific date and then, as speaker of the Parliament, to calculate the time to be able to respect all the constitutional principles of the deadlines.
Xhaferi, meanwhile, added that judging according to all statements by VMRO-DPMNE leader Hristian Mickoski, expects the opposition to appear in the referendum but declined to comment on how the referendum question will be formulated, reports TV21.
