The Constitutional Court is dysfunctional since last week because the Parliament has failed to vote within the three local judges, who will replace the internationals, writes Koha Ditore today.
Of the nine judges as long as they should have been, only four words remain in the Constitution, Arta Rama, Bekim Sejdiu, Gresa Caka and Selvette Gerjaliu. On Tuesday, the mandate has expired with the two members from the minority communities- Ivan Cukalovic and Altay Suroy. Radomir Laban and Bajram Latifi have been chosen instead, but cannot start the work without being decreed by the president.
According to the Constitution, the quorum in the Constitution cannot be done without seven members. Meanwhile, the three Albanian judges, who replace the three foreigners who have expired -- have not yet been elected. Delays in finalising this process have also prompted the response of foreign diplomats in Kosovo. They have called on politics not to interfere with the highest body- which has been called to interpret the Constitution.
