The presidency office had said days earlier about Indexline that some of the parties have submitted their proposals for CEC members, but that they have not all been completed.
The president's “Office has not yet accepted all proposals for members of the Central Election Commission by the entities determined by law. And the proposals we've already accepted are in the phase of completion with the necessary additional documentation, under relevant legislation”, said in response.
But, until the president appoints the new members, the Central Election Commission remains dysfunctional and unregistered.
But this delay, former CEC leader Mazum Baraliu, says it should not happen when the importance of the institution in question is known.
In a proposal for Indexline, he stressed that independent institutions such as the CEC, which are a constitutional category of particular importance, should not be allowed to operate outside the mandate.
“Unfortunately functioning without mandate is now happening with the CEC and is bringing serious problems to the functioning of the representative's parliamentary system, but also municipal system, because it cannot hold meetings that have legitimacy and problems are presented at both the local and central level when replacements or decisions that would have to be made within its constitutional mandate, not”, Baraliu posted.
According to him, the president's neglect to make the CEC at the functional institution is unreasonable.
This is a serious problem and this delay is unreasonable and it would have to happen. It is inexplicable to the president's behaviour because if political parties have sent the names, then he has no difficulty but has a constitutional obligation to do his job. It is definitely incomprehensible, and it is not the first time that not only the presidency but other institutions in different bodies, on boards and independent institutions for years have done something similar”, Baraliu has said further.
Based on the past, according to him, the CEC is not an exception, only that there is something more specific here, for an apparently more sensitive organ that even stands out.
