Despite what the regulation says, the National Audition Office has found that a considerable amount of tools have not been returned to prisoners, writes Insander.
There are 32 thousand and 647 euros that continue to remain in the trust fund. For this fund, the Kosovo Correcting Service is responsible.
Insander has provided a list of tools that have not been returned to prisoners for each of the detention centers and correctional centres until the end of 2017.
Mostly money from no return has been collected at the correctional centre in Dubrava. The total of 17 thousand and 553 euros continues to remain in the centre's account. After that, the detention centre in Lipjan is ranked, where 4 thousand and 6671 euros have been collected, while at the correctional centre in Lipjan 2 thousand and 160 euros.
According to documentation provided by the General Auditor's Office, at the detention centre in Prizren there have been two thousand and 586, at the detention centre in the capital, two thousand and 339 euros, while at the detention centre in Gjilan, there are 10,000 and 566 euros.
Less than 1000 euros are in other centres' accounts -- the detention centre in Pec 966 euros -- at the correctional centre at Smreconica 735 euros, and at the detention centre in Mitrovica 58 euros.
A minimum amount of 10 euros has been collected in the Brdofc maximum security prison.
The National Audit Office has been cautioning Kosovo's Correcting Service about the failure to return these means. This, according to ZAP, is contrary to applicable rules.
ZAP finds that this mismanagement of prisoner's assets increases the risk that these devices are exposed to misuse.
For this reason the office of the audience recommends that the minister of justice through the director general of the Kosovo Correcting Service ensure that the relevant officials, who are in charge of managing prison money, with the case of completing the sentences, each person released from prison return the means they have in deposit.
Correcting Service Shows Where Prison Free Money Remains

However, interest on their part has not been expressed due to small sums, stressing large transport expenditures as the main reasons why they do not want to proceed with the” procedures, Kabashi said.
According to Kabashi, there are also cases where prisoners (recives) have been returned to prison, and their previous resources have again been available for exploitation.
The Auditor's office had also found last year that the value of 25,644 euros was money that had not been returned to prisoners after their release. At the Dubrava Correcting Center in late 2016 alone, the value of unbroken means was 13,844 euros.
But Kabashi said in 2017 the amount of 23 thousand and 103 euros has been returned to those released through bank accounts.
This Kosovo Correcting Service official has indicated that a new regulation aimed at eliminating problems identified by the Office of the General Auditor has been approved.
The Financial Rules of Prisoners
Kosovo's government had issued financial regulation for the management of trust funds ) deposit of prisoners in 2012. It explains how the record of deposits is conducted in the Financial Management Information System (SIMFK).
The treasure has founded a sub-calculator in the BQK on behalf of every prison for the benefit of prisoners. “At the request of the USKK treasury will transfer the tools from to accounts identified to the NLB account request and balance of remaining funds will be transferred to the prisoner's personal account, and all in line with the SKK” request, the financial regulation said.
