The government has declared it has turned the draft Army bill back, as it has envisioned constitutional changes. The first executive, Ramush Haradinaj, had said that.
Although it was a month from such a statement, there has still been no accurate information about what is really happening with the transformation of the KSF.
Deputy Minister at the Kosovo Ministry of Force and Security Burim Ramadani, who said they are in the consultation phase for final co-ordination.
The Kosovo government is in the final phase of consultations, and this period is being used for final co-ordination. It is not about technical aspects of legal formulas, because this process is already in the phase of political decision-making”.
According to Ramadani, the ministry for KSF is ready to proceed with any changes required under political decision-making. But again, we're not talking about technical aspects.
“We at the ministry and Government are in daily consultations with all relevant actors in this process so that decision-making is well co-ordinated”, he has said.
So far, it has not started intensive work on forming the Army, so no one has so far given a date when such a thing will happen, and the minister said the same.
The KSF's “Transition is an irreversible and well co-ordinated process. That's gonna happen”, he said.
While they need additional budgets if it comes to transforming the KSF, Ramadani has said there is a 10-year plan, which is necessary for Kosovo's non-loading budget.
The “for the transfer of KSF exists the 10-year plan and as such will be fully and transparently realised. In terms of budgeting, we are aware of the necessity of not borrowing Kosovo's budget, so within the 10-year plan, the set additional amount in the KSF budget, which is no burden to the Kosovo budget”, he said. /Warn.net/
