However, he said that unless it is a violation of human rights, it is not logical for Kosovo's citizens to be banned either in the future or at the crossing points.

If a fellow countrymen owe a debt to the law, whether for punishment, or for payment of a fine, he should not be forbidden to enter Kosovo, but he should be received with flowers, come inside, and then, after entering, be sent to prison or be taken (for punishment). If prevented from entering Kosovo, then violation of the law is taken, because a court's opinion is not being implemented, but with this context it is becoming a violation of human rights. So it does not seem normal to me, and no normal state will act in this way that lawbreakers are barred from entering Kosovo”, Shala has said.

Information officials at the Kosovo Police, through an email response, have said that every person who has punitive measures, depending on the violation, the deed committed, which has been ruled by the justice organs, (the court's leadership) if the same has not responded to the decision, then is placed in the system and can be banned both at the entrance and at the outside of the Republic of Kosovo.

Police have not indicated how many cases within a year have stopped at the border.

Lawyer Fehmije Gashi Bytyqi, who deals with many criminal substances of citizens from the diaspora and others, has said that courts in the easier criminal acts that are laid down by law, up to three years, proposes punitive orders that imply fine sentences, and in these cases when the indictment is made of strict form, then it is the execution office that announces the parties that they have a sentence, but if within a set time term he is not paid penalty with fine, the execution office announces once again the parties that if he does not pay the sentence, the sentence will be returned, with a sentence of 24 euro.

All of this, according to her, happens at the border points, where a case happened in her presence with a client.

To stop at the border first, the judgment must be of the cut form and then come until execution. Under the law in effect if the fine sentences are not paid, it turns prison sentences, meaning it is 20 euros for staying in 24 hours in prison. In my experience I've been with clients outside, and when we came to the entrance of Kosovo, suddenly for a 200-euro sentence, I've already seen that the client's behind... There are cases depending on the weight of criminal acts when our citizens who live abroad in a certain period, whether during holidays, or before going to Europe, committed a criminal offense and the moment the prosecution, the prosecution organs, or the court is in the trial phase, I can't assure them, they immediately issue domestic arrest papers at all border points, but, in cases when they are heavy-weight criminal acts, there are international arrests then, Gashi Bytyqi said.

It has clarified that when the act of formal form is rendered and that person is not executed by what is envisioned in the verdict, the Court has a special section of executions, and the verdict is to be executed by authorities at the moment they belong to the person with the bias of the formal form.

Gashi Bytyqi has added that there is no case Kosovo authorities have turned back from where they came from because of the penalties they have had in Kosovo, except that they have been detained for holding and sending straight to prison.

While interior affairs ministry officials and relevant justice institutions have not provided clarifications on these cases.
