The deal aims for asylum seekers to return as soon as possible to the state where they are registered.
Most of the migrants coming to Germany or France to date have arrived from Libya through Italy, which must register them at the E database URODAC, forward to Atish.
In accordance with European rules, it is the state of registration which should basically review their asylum files, but since the 2015 migration crisis, this system has not been respected de facto to save states like Italy and Greece, the main entry gates in Europe.
