No legalised object in northern Mitrovica

Environmental Ministry and Spatial Planning data, the report by municipalities for the first phase of the registry, as well as the second phase of legalisation application, show 353 thousand and 685 unlicensed constructions across Kosovo were registered, respectively, while only a small number of them continued with procedures [...]
So said today in northern Mitrovica, during the presentation of the “Construction without permission project in northern Kosovo”, organised by partner organisations ïvil Development Organisation (CDO) from the south of Mitrovica, and Center for Women Development (CWD) from the north of this city.
Migen Abrashi from the CDO organisation, simultaneously leader of this research, said that in southern Mitrovica there have been over 8 thousand applications of which 42 have continued procedures and only 17 have been legalised, while in the north of 1,000 and 400 applications, but none have been legalised.
“In South Mitrovica has been a total of over 8 thousand voluntary applications, but only 42 of them have continued the procedures, while 17 of them have been legalised, while in the northern part A thousand and 400 objects have applied, but none of them --” -- has said.
Adriana Hodzic, director of the administration in the northern municipality of Mitrovica, has acknowledged that no case in legalisation of the facilities has been resolved in that section.
According to her, Mitrovica's northern municipality has its own specifics, and unfortunately citizens are often the victims of high policies. She expressed confidence that the obstacles, which have been in the first phase, such as the high price for application and similar, will be exceeded in the future.
We haven't solved any cases and I'm still going back to the specifics of our municipality. Unfortunately, our citizens are often the victims of high policies... we haven't had the deadlines we should have respected to accept all the demands, so these demands are now pending realisation. I hope we'll overcome existing obstacles. We will be at the level of duty at the time when the law is passed so that we can help citizens”, Hodzic stressed.
On the other hand, Faruk Mujka, deputy chairman of the southern municipality of Mitrovica, highlighted the unvolved conditions and the high price of application, as the main reason for failure in the first phase of legalisation of construction without permission.
Building without permission is a challenge, which is unfortunately continuing today and causing problems to local governments... I can say that we as local governments have completed all the obligations they have given us. We have respected the deadline, the citizens' requests. Unfortunately for legalisation of the objects we have encountered in another problem, respectively, the very irresistent conditions for citizens”, Mujka explained.
He said the price for legalising the facilities during the second phase would be much more favourable.
During discussions, other participants also found that this project is aimed at boosting the participation of citizens and the responsibility of local governance in Kosovo's seven northern municipalities in decision-making and policymaking processes, identifying, analysed and involved the challenges of treating construction without permission.
By contrast, CDO and CWD organisations from both parts of Mitrovica are implementing this project under the Cataly Fund (CSCF) as activity of the CBM, UN-Habit and PAX Programme, supported by the Swedish Agency for Co-operation and Development (Sida).
