Kastrati has invited Kosovo institutions this year, by law, to change the KSF mandate.
According to the former KSF commander, this should happen by making it clear to strategic partners that this is the only way to form the army.
He has recalled that representatives of the Serb community are constantly declaring they will not vote on the issue's necessary constitutional changes.
