Haradinaj: PDK NISMA needs much among themselves

Labour and Social Management Minister Skender Recica said specific goals intended to be achieved through this document are advancing the rights of employees to conform international standards, through advancing the legal framework from the labour relationship.

But in this regard, Deputy Finance Minister Fatmir Gashi reacted to the budgetary problem for these two laws.

While he said this cost is not meant for the medium-term cost Framework (KASH), for the next three years.

I want to inform you that the cost of these two laws for 2018 by 2020 is 47 million and 389 thousand and 200 euros. According to the years, in 2018, 15 million of 796,400 euros, and two more years are the same, and that is where it has to do with manuals in working relations and Lebanons outside the work relationship. The cost for 2018 has to do with 3 and a half million, the cost of lethals in working relationships, and the 12 million and 296 costs of lechos outside the work relationship. What I have to say is that this cost is not meant by the budget of 2018 and expresses key problems, because the budget law is decidatory and says that during the period we cannot create new expenses, which are outside that law”, he said.

But Minister Recica said this document for now is a draft document concept and the law is envisioned to come to Government for approval in September. And that cost, the budgetary effect of this law, will spring from January 2019.

Recica's proposal reacted and Minister of Innovation Besim Beqaj reacted. He said the Finance Ministry defines budgetary boundaries, conform state policies that the state has and conforms priorities it sets on its government programme. He even said that they should be responsible when making legislation proposals.

But Minister Recica said they are not his projects, but government projects.

“The commitment of the prime minister and finance minister, which is vital projects for the state. There are non-Sennder projects, but there are Government projects of the Republic of Kosovo and we have sworn here when we vote. Despite my vote against us that we will not be blocked”, Recica said.

The debate included Chief of Recica, Deputy Prime Minister Fatmr Limaj. He said there is enough time for the ministries to sit down and spin this matter.

We're talking about framework, we're talking about concept, we're talking about law. I need to put pressure on the budget. We'll see, it's a concept and then when they go in for the bill there's enough time for all the minister to sit down and spin it properly. We're not talking about 2018. Unless the law is done it can't be 2019”, he said.

Regarding these debates between ministers from the PDK and the initiative, Prime Minister Ramush Haradinaj has spoken.

At the media conference after the government's meeting, Haradinaj gave an interesting answer when you ask about these frictions.

He said the Initiative and the PDK need more than others.

They have an expression that comes between them. They need more than the others in the Government themselves, take it off.”, Haradinaj said.
