In addition to the Ministry of Finance, against the adoption of a 90-year education bill, International Monetary Fund officials who have advised responsible institutions not to proceed further with the implementation of that bill, writes Periscope.
According to them, such a bill would have major budgetary implications, it would take the place of many other expenditures, which are the most priority.
“Mision cautioned not to press ahead with the current teacher compensation bill, due to large direct and indirect fiscal costs, which would burden the budget for many years and replace other priority expenditures”, the IMF statement, issued on June 6th 2018.
Regarding IMF concerns, Ismajl Kurteshi says they are also notified at the Commission for Education, Science, Technology, Culture, Youth, Sports, Innovation and Undertaking.
Kurteshi as chairman of the Commission for Education in the Assembly of the Republic of Kosovo, in a proposal for Periscope, has said that those like the Commission are not interested in advancing a draft law that would charge the budget of the Republic of Kosovo.
The adoption of the 90th-year teaching bill does not depend on the Commission for Education, but on the Assembly of the Republic of Kosovo. We have not yet begun our second examination because we have a law before him. And then we'll deal with this law. We have to examine him. We also have the GAP remarks, which talk about the burden Kosovo budget has. Of course, we will also consider the budget issue. We are not interested in loading Kosovo's budget, with something it cannot carry, but of course the teachers of the 1990s deserve to support them within the reach of Kosovo's” budget, Kurteshi said in a proposal for Periscope.
However, according to Kurtesh, there are opportunities from Kosovo's budget to help financially teachers.
This budget is not entirely impossible. He may not have as many opportunities as he had to help his teachers, but he's not able to provide some kind of financial assistance, which also shows some kind of gratitude for the teachers of the '90s”, he said.
Kurteshi has indicated that if necessary, the draft law brought by the Government will be changed, however, says that if there is a need to change more than 40 %s, as much as is allowed, then the Commission will recommend the Parliament not to adopt the law.
It doesn't mean that we will offer the draft to the Parliament as the Government has brought it. The Commission has the right to extract it up to 40, %s of the most changed nine. If it needs more than 40, we can't change more than if it was sent to the Assembly, and it's more likely that that law didn't pass me and then it's done again”, Kurteshi said.
According to him, such a law has been signed in time of campaigning, and in case it is not implemented, each side should take responsibility for signing that agreement.
We'll do our job. Then let each person take his own burden. They've made a deal in time of campaigns, but on this issue they've taken responsibility since they've made the deal because they're behind budget. Of course, when they signed the deal, they should stick to that agreement, not only to sign”, it ended Kurteshi for Periscope.
And the chairman of the United Education, Science and Culture Union, Nundman Jasharaj, has said they are informed of the IMF's concerns, but says that after meetings with them they are clarified.
“E has conveyed through the media the declaration of these IMFs, even though we have previously when the IMF resident representative in Kosovo, comes up with such a thought, we have asked for a meeting with them, and we have met, and we have clarified a lot of --”, Jasharaj said of Periscope.
“Somebody has created inflated IMF figures regarding the UNIK's” bill has been expressed.
Jasharaj has said that if the bill is not approved then it is likely that the new school year will not begin, warning the strike.
“Far from implementing the bill. Far from being influenced by someone's statements. I hope the law is voted. If the worst happens, the start of the new school year will be questioned. If the evil happens, September instead of the mourner will bring strike to all the” institutions, has ended Jsharaj for Periscope.
Against implementation of this law, Finance Minister Bedri Hamza has also indicated, meanwhile, is expected to be seen after proceeding by the Commission for Education, whether he will receive the support of MPs in the Assembly. /Periscope.
