A number of capital projects, for which the Kosovo government has entered international loan agreements, have remained unfulfilled.
In the absence of adequate preparations for launching the execution of projects as planned, the state has paid 890 thousand euros for pledge fees for untapped means of borrowing during 2009-2017, Koha Ditore writes today.
Even though the international debt ratified by the end of 2017 is 1,080,000,000 euros, according to a report by the National Public Debt Audition Office, the vehicles withdrawn by the end of 2017 are 784,66 000 euros for which the Government has now begun to return the installments under the respective agreements. So far the return of the loan is 355.74 000 euros. The attractive value of loans by the end of 2017 has reached the value of 295,800,000 euros.
The government had signed and ratified international borrowing agreements for which, according to the National Audition Office, it was not prepared to implement or materialise on projects. This, according to the ZKA, has affected the failure of public benefits and at the same time failing to implement projects within the period set for the deal. “This increases the risk of renegotiating the agreement or entering new agreements”, the Auditor's report on public debt from 2009-2017 says.
