19 years from KLA deilitarisation

The stages of weapons surrender, wearing uniforms, passing part of KLA members into police and public administration are included in detail. In this agreement was preceded by the formation of the Kosovo Army on US National Guard lines, taking into account the Rambouillet Agreement.
This whole phase has a 90th period after which complete deilitarization of The KLA and September 1999, the agreement on forming KPC has been signed, not as a military force, as envisioned in this agreement, but as an emergency force for response to natural disasters.
