Is Xhavit Haliti's regulations worth any measure?

Parliament Deputy Speaker Xhavit Haliti has physically attacked LDK deputy Arben Gashi. But despite this vandal stage, the hearing continued as if nothing had happened. 

Chief Parliamentary Kadri Wessel has taken no move against the elbow attack his associate party, Xhavit Halilt, has made against MP Arben Gashi, during the assembly for members of the Constitutional Court.

Haliti's move was deliberate, while MPs were the ones who did not allow the situation to continue.

AAK deputy Ghani Dresaj has also been involved in the conflict, but has been banned by other MPs.

Adjusting the Assembly envisions sanctions for similar acts of MPs, however, Wessel has continued the session normally.

Xhavit Haliti and Arben Gashi have crashed blindly the day before, but in the Parliament.
