While still alive, Rugova's biggest political opponent was Thaci himself, who had lost all electoral confrontations with him.
The Thaci-Rugova political relations were very tense, a strain conveyed even to the various branches of their political parties in Kosovo in which many incidents occurred. Rugova was a representative of the peace wing, while Thaci was a representative of the wartime wing. So was public perception.
