Pietro Spera with Italian citizenship, was appointed Ombudsman of Specialised Chambers and Specialised Prosecutor's Office.
Spera has almost 30 years of legal work experience as a judge, especially for protecting rights in judicial procedures.
Among other things, he has worked as an international judge in the Chamber for War Crimes and Organised Crime of the Bosnia and Herzegovina State Court, and also in Afghanistan, where he has led several projects to empower rule of law in Afghanistan's judicial system.
On behalf of the appointment, the Ombudsman Spera declared:
“The appointment as the Ombudsman of Specialised Chambers is an honor and privilege to me and I am ready for the challenge of fulfilling the mandate entrusted to me for protecting human rights. ”
The ombudsman plays an essential role in monitoring, protecting and guaranteeing fundamental rights and freedoms embedded in the Kosovo Constitution of all persons who have jobs with the Specialised Chambers and the Specialised Prosecutor's Office.
On the other hand, the ombudsman cannot intervene in court procedures of the Specialised Chambers, except in the event of unreasonable delays.
Also, the ombudsman can submit recommendations to President of Specialised Chambers or Specialised Prosecutor on issues that are part of their functions.
Praising the Public Lawyer Spera, Specialised Chambers Speaker Judge Ekaterina Trendafilova said:
“Today is an important day for the Special Chambers. Mr. Spera as ombudsman marks another key moment for our institution. The mandate and unique role of the ombudsman make it guarantor of the fundamental rights of anyone who has jobs with the Specialised Chambers and the Specialised Prosecutor's Office, enabling them to meet the highest human rights standards. ”
