The ombudsman's absence causes clash in the Assembly

MPs are considering the Ombudsman's annual financial report for 2017. Commission for Public Finance Chairman Lumir Abduzik said the report is good and it turns out that finances have been managed well and there has been no exceeded planning. LDK MP FreedomKatazi stressed that the Lawyer's report introduces the findings that continue to be disturbing after carrying many recommendations year-on-year, not having the care of institutions to respond to what the law requires.
The procrastination of procedures in courts with an average emphasis of up to eight years, which also speaks of the level of law enforcement in Kosovo and also of the ombudsman is evidenced by cases which we have previously presented as the necessity of work and obligations, and of this Parliament and the” institutions, Katis said.
She added that child protection is also disturbing, as there is an increase in children's contact with drug addicts even at the age of 12, and disaster is even deeper than nine years old have been affected by drug addicts.
PDK MP Meddhe Doctor-Topali said this report presents problems that need future improvements.
The “in cases presented in this report is reflected in the work of the ombudsman institute as well as to point to abusive phenomena. Beyond this lawyer, it aims to clarify the ways to create the culture of quality and honest service to citizens. The annual report contains our reflections on the most important issues presented during the year, as well as evidenced problems that need future improvements”, she said.
On behalf of the VV, MP Sami Kurteshi criticised for failing to introduce the report.
This remark must be applied and requested by the ombudsman to come here and report on Article 135's constitutional obligation, paragraph 1. So I ask once again that this session allow the ombudsman to come here and present the annual report because it has to do with the findings of the state's violation of human rights and freedoms in Kosovo”, Kurteshi said.
PSD MP Frasher Krasniqi said Kosovo institutions do not take into account the ombudsman's recommendations, but, as he said, actively participate in violations of human rights in Kosovo.
“Sheml has a flagrant obligation to pay electricity expenses for the country's north, or for water bills through the budget to be paid for the north as well. Even in this report, what has been beautifully reflected is that human rights realisation cannot even be respected by human rights, where the justice system is due to bankruptcy”, Krasniqi stressed.
AAK MP Teuta Haxhiu has invited all Kosovo institutions to apply the ombudsman's recommendations.
What remains of concern is not to apply the ombudsman's recommendations by any institution. This is the concern that needs to be raised and I invite all institutions that, above all, they should look seriously and apply the recommendations of this institution, because if these recommendations are not implemented, they commit double human rights violations”, Haxhiu said.
Parliament Speaker Kadri Wessel proposed that this point be postponed for later in the day so that the ombudsman can join the session.
We're gonna carry it up to this part to enable the ombudsman to come into session. But if we continue this form, it's going to be everyone to decide, who comes along then we wait for it, then vote it out as long as it wants, who likes us doesn't criticize it, who likes it and criticizes us that he respects us. You know from Monday is known, Skopje-Pristina is an hour and a half, two hours of work have been to come to the Kosovo Assembly to submit a report to the Assembly. Three days of conference, this is the issue that let me continue but not to keep someone morally within this session that the regulation is breaking, is being respected, the Constitution is respected. This piece goes for the next point”, Vessel said.
The session is continuing with other points of the agenda.
