Thus, they claim connoisseurs of the field of education in Kosovo, which they claim is not likely the result of a lack of good decisions, but because of their incompatibility.
Kosovo Assembly MP Ismajl Kurteshi has ranked for Kosovo a number of decisions that have been made in education since the post-war, decisions which, though often very good, according to him, have remained only on paper.
“Decisions and reality differ greatly. We've made good decisions many times, but they've remained on paper in our desk drawers and never been put to life. And that's the problem. One of the good decisions is the January 19th resolution of 2017, which defines education as a national priority, but if nothing has been taken to life that resolution, then that decision has no value. There have been other decisions, for example, for a modern curriculum, for reforms which as decisions have been good but have not been put into existence”, he said.
According to him, the state of education is burdened, and for this it says the problem lies with collective laziness that has engulfed Kosovo society.
“is not education in this serious situation because we lack good decisions. It is not education in this serious situation because we lack education laws, and it is not education in this serious situation because we lack institutions. Education is in this serious state because we lack responsibility, lack seriousness, lack will, and because we are overwhelmed by laziness and are not doing the job properly to ensure a quality education for the new generations”, he said.
While education issues expert Dukagjin Pupovci has said education in Kosovo has been through a large number of decisions. But most of them, according to him, remain suspicious.
In a proposal for KosovoPress, Pupovci has stressed that even the decisions on salary growth have not yielded positive effects.
There have been multiple decisions over the decade. Much of which were decisions that were suspicious because they were wrong. We have decisions on opening six public universities, except UP, which today faces major difficulties and serious problems to secure qualified academic staff. Then we have the decision to implement the new curriculum. Without proper preparation, implementation of a new form of work in schools has begun, which may again have consequences in the future”, it has been expressed.
According to him, however, the field of education has also known good decisions, especially those related to increased participation in education, primary and secondary schooling, which, he says, has largely to do with marginalised groups that previously had no access to education.
Meanwhile, the SBASK chairman, Nundman Jasharaj, has mentioned the difficult situation in education, saying that even in the 21st century, Kosovo teacher still works with the blackboard, foam and foot.
“Although from outside, our schools look new and have a beautiful view, on the inside they are not because they lack basic conditions in some schools. Even in this anniversary of independence, our teacher still works with the sign, foam, and sole. And the worse, when we started with the new curriculum, the bad happens that the textbooks have not yet been able to make the state new so that they can correspond to the demands and competencies the new curriculum has, Jasharaj stressed.
And according to him, there is much work left to do. For this, in order to improve the situation, Jasharaj proposes becoming a national educational platform. The platform, which according to him, would be binding on any political subject that would be in power.
