The European Union and the countries of the Western Balkans have drawn up several common conclusions of economic and financial dialogue, where Kosovo, among other things, agreed to meet the processes of the war veterans' certificates and re-legulation.

According to a communique of the EU office in Kosovo, Kosovo, which is still represented by the census, agreed to explore the possibility of creating an independent monitoring mechanism for fiscal policy.

“Also, Kosovo agreed to complete the process of certificateification and reclassification of war veterans, strengthen institutional capacities for planning and managing investments, and improve access to finance for companies. Kosovo also agreed to establish the Energy Efficiency Fund and approve energy efficiency incentives for the private sector and family users.

Also, Kosovo agreed to approve the new Strategy and Action Plan to fight the informal economy. While Macedonia agreed to develop a medium-term fiscal consolidation strategy, stabilise the public debt report, adopt the organic budget law, as well as establish an independent fiscal council.

“Autorities must reorganise and better direct payment transfers and agricultural subsidies, improve tax collection and reduce public sector debt. Authorities agreed to work on resolving bad loans and encouraging domestic currency use. To fight the informal sector, authorities must prepare risk assessments and set appropriate measures. The country agreed to clarify the mandate of inspectors and improve the procedures, establish a public registry of pre-funds, as well as strengthen the capacity of civil courts to handle trade disputes. Recently, the government agreed to modernise the education system, increase records in pre-school education, reform Education and Professional Training, facilitate access to the labour market and adopt the law on social protection”, it is said in communiqués.
Policy recommendations agreed on Albania, according to the EU, focus on pursuing fiscal consolidation, developing monetary policy in line with achieving the goal of inflation, and implementing remaining measures of resolving non-aligned loans.

“Albania agreed to secure effective liberalisation of the energy market and energy exchange functioning, further expand the mix of energy supply by stimulating energy efficiency, as well as to strengthen the cadastral land and property registration process. Finally, authorities committed themselves to providing sufficient capacities for the implementation of employment policies, in particular for young people and women, as well as to handle undeclared work”, the communique said.
