The Court of Appeals has cleared him of charges of incumbent fraud, former Pristina University Rector Enver Hasani.
The news of “Justice Vow” has confirmed Hasani's protector, lawyer Bajram Tmava.
As for the other two indictees, Albert Rakim and Haki Veliu, Apel has confirmed the sentences pronounced by the court in the first degree.
The Constitutional Court in Pristina on October 18th 2017 had declared a condemnation of Hasan, Veliut and Rakipi, arguing that they had committed the same criminal work they were charged with.
Under the trial, Enver Hasani has been sentenced to 1 year in prison on bail, but the sentence against him will not be executed unless he commits another two-year period.
And Hakif Veliu and Albert Rakipi have been sentenced to six months in effective prison. But, against them, prison sentences can be replaced by fines of many 10,000 euros.
According to this act, convicts from the first degree were already bound to compensate UP's amount of 70.1.27 euros in the 90-day term after the integrity of this act.
Disgusted with this act of first degree, however, the defenders of the accused had remained.
The polls on the parties, Apel's college, had examined them on May 2nd of this year at a non-public session.
Enver Hasani's defender, lawyer Bajram Tmava, had, through his complaint, proposed to Apel to protect him, to clear him of the charges he was convicted of in the first instance.
According to Tmava, there is no basis to prove that his client, Enver Hasani, has committed the criminal act for which he was convicted.
The legal act, or return to the retrial, had also sought the defender of Albert Rakipi, attorney Gazmend Nushi, through the complaint filed at the Appeals against the court's act of first degree.
Otherwise, the Special Prosecutor's Act of the Republic of Kosovo (PSRK) claimed the same in co-ordination have committed the criminal work of “duty fraud”.
According to the PSRK, Enver Hasani in the quality of the UPP's rector, Haki Veliu in quality of Chief Procurement Office in UPP and Albert Ragip in quality of the director of the Institute for International Studies (ISN) with the aim of illegally benefiting the institute, had forged the original contract regarding the translation of some books from English into Albanian.
According to the indictment, the same had drafted a new contract, exploiting the same number of protocol from the original contract.
According to the original contract, its value had been 500,000 euros, respectively, the price of payment per entity 1,000 words of 12.65 euros registered with Article 17, while in the new contract according to the prosecution, this part has been changed to 1,000 characters for 12.65 euros.
