A chain of violations in the presidency, lack of transparency in my spending of euros

The presidency has weaknesses in planning and realising procurement procedures. It has been found that the presidency had made poor planning of procurement procedures, and as a result, the implementation of procedures was not in line with the procurement plan.

The report says the ZKA was planning to develop 28 high-value and small procurement procedures, while 42 prosecutions were carried out.

The budget for a certain category, with the risk of not being spent on purpose

Referring to Article 12 provisions 4 of the Civil Service Law, long-term appointments for a shorter period than six months will be made under contracts called “Agreements for special services” that are subject to the Law for Obligations, and for which a simplified recruiting procedure is implemented.

As a result, the audience says that ZP in 2017 had arranged for special services with six employees.
