This summit, although it has remained more than a month to its development in Bulgaria's capital, has now faced many obstacles that have caused it to be less ambitious.
The debate has now developed more weeks about what this summit does not do than what it will be for. So in preparation for the summit, as confirmed by “Cohe Ditore” some diplomatic sources, the concerns of Spain and some other states that have not recognised Kosovo and also the demands of some very important EU states that in no way want this summit to be an extension.
