At a news conference on 9 September, former U.S. Secretary John Kerry had said the Assad regime could avoid a chemical attack. He contacted Russian Foreign Minister Sergei Lavrov to convince Assad to give up chemical weapons. How were the declared weapons destroyed?

The Organisation for Prevention of Chemical Weapons (OPCW) and the United Nations had formed a special mission that was tasked with destroying Syria's chemical fields.

Most of the chemical weapons such as mustard gas, sarin and VX were destroyed at sea using hydrolysis systems in two separate fields. Obama's national security adviser, Avril Haines, said 1, 300 tonnes of chemical weapons have been declared destroyed.

The OPCW for this work was rewarded with the Nobel Prize in 2013, and in September 2014 it had declared that the mission had been accomplished.

In all, it produced seven reports and assigned responsibility to the Syrian government for four chemical weapons attacks (Khan Sheikhu on April 4, 2017, Qmenas and Sarmin on March 16, 2015, and Talmenes on April 21, 2014) and Isis for two ( Umm Hash on September 15-16, 2016, and Marea on August 21, 2015.

How did the JIM collapse?

Disagreements on the JIM procedures came after investigators in October 2017 had found the Syrian government responsible for the attack on Khan Sheikhun on April 4th 2017. Russia criticised the findings, saying the sources were questionable, the custody chain in doubt and no inspection in the country had taken place, even though security guarantees were provided by the Russians./Periscopi/
