Serbian List calls '%s' the effort of institutions to establish association

Igor Simun, deputy of the Kosovo Assembly from the ranks of the Serbian List, says communication between this political subject and leaders of the high institutions of Kosovo, concerning the process of forming association, but also in general, is currently not good.
After the brutal violence that took place on March 26th of this year, communication is not at the popular level. But, in spite of that, there is no need for anyone to appeal to the Serbian List for the draft of the Community of Serbian municipalities statute, because according to the Brussels agreement, this is in the competence of the Management Team, which is made up of four Serb representatives. They are the only authorized to make the draft of the statute and present it in Brussels”, says S individual.
On the other hand, leaders of the country's top institutions have pledged that Kosovo will respect the obligations it has made in the process of dialogue for normalising relations with Serbia, including forming association. However, officials at Prime Minister Haradinaj's cabinet have not been able to explain whether the management team's work for running the Association statute has begun and what are the possibilities for resolving disputes with the Serbian List for Association.
But, former Local Power Management Minister Bajram Gecaj, speaking of Radio Free Europe, says the parameters for the process of forming association, including drafting its statute, are predefined.
As he says, the Association statute -- at least the first draft -- should be compiled in Pristina by the Manager Group, in co-operation with the Ministry of Management of Local Power, the OSCE and the European Union.
However, according to him, the created situation leaves the impression that neither the Serbian List nor the Kosovo institutions are serious in relation to this issue.
“Neither parties are interested in moving this issue forward. There are falsehoods on both sides, especially from the Serbian List because they are not the only authorized ones. There is a Management Group, in which it is true that there are four Serbs, but however, they must co-operate with the institutions of the Republic of Kosovo. So with the Ministry of Management of Local Power, which is the institution of the Republic of Kosovo. So, not that institution to represent someone from the Serbian List, but represented by the institutions of the Republic of Kosovo and in co-operation with O The SBE and with the EU, this statute is compiled”, Gecaj said.
Otherwise, representatives of the Serbian List had stated that if the Pristina authorities do not form the Association of Serb majority municipalities by April 20th, then they will do so on their own, unilaterally, the political representatives of Kosovo Serbs.
MP Siqim says the Serbian List requires that the Association be formed in line with the Brussels Agreement and that its formation is the obligation Kosovo authorities have accepted in Brussels.
Unfortunately, the warnings we are hearing in the media recently speak that there is no genuine desire for the agreement to be implemented, but the goal is to play out with some new troops, which the agreement does not foresee. The mayors of Serb majority municipalities and municipal advisers have clearly said they expect Pristina to fulfil its part of the agreement. Therefore, let's wait until April 20th to see what the government's actions in Pristina --” -- will be, however, emphasises Singleness.
However, government officials in Serbia have earlier emphasised that Kosovo authorities “want to form the Community, which would look like something empty”.
Meanwhile, the Government of Kosovo officials had declared that the Association of Serb majority municipalities would take place only according to the Constitutional Court verdict and the legal institutions of Kosovo.
