The resolution needed at least nine votes “but” in the 15-member council for approval, but only six seats voted in favour, Kosovo reports.
Seven council members, including the US, Britain and France, voted against the proposal, and two other states abstained.
US Ambassador to the UN Nikki Haley said the draft resolution was not impartial or independent, as it would allow Russia to veto investigators and staff for the new body and to block its findings.
It accused Russia, a close ally of the Syrian government, as according to it it repeatedly defends President Bashar Assad instead of working for the unity of the Security Council.
